Utilities engage us two ways. Some ask us to lead, integrating the business, the vendors, and the delivery as the program's integrator. Others seat us beside their chosen partners as their owner's engineer, the role utilities have trusted on capital projects for a century. And the firms serving utilities engage us a third way, inside their own teams, when the work calls for someone who has run the system. The capability is the same in every seat. So is the mentality.

Before the program is committed

When market orders, reliability commitments, or load growth rewrite the forecast, we help you determine what each one demands of your stakeholders across every department and domain, before scope and budget are locked. The output is a strategy, an operating model, and a business case your board can act on. One recent example is FERC Order 2222, carried from an order on paper to an executable participation strategy. FERC Order 881 and NERC CIP obligations get the same treatment.

While the program is shaped and bought

Much of a program's outcome is decided in how it is scoped, who is at the table, and whether the effort has been counted in full. We carry that foundation through requirements, procurement, and design as your owner's engineer, beside your integrator and your platform vendor, not in place of them, holding your interest at the table.

Technology earns its business case only when it becomes part of how the utility operates. We plan and pressure test the testing program, the cutover, and the operational readiness that carry a platform from cutover into daily service, and we stay through the first storm season it faces.

How We Work

The what is everywhere. The how is the work.

There is no shortage of advice about what utilities need to do. The useful part is the how. That means the scope, the sequence, the stakeholders, and the work on the owner’s side that rarely makes it into the plan.

We work the functional and business side of the program. Requirements, process and operating model design, stakeholder alignment, testing, and readiness. This is the work that decides whether technology performs for the business that bought it.
We ask the questions that surface what the program truly requires. Early, across every department and domain, while the answers can still shape scope instead of change orders.

Austin Atkins learned the grid from the operator’s chair, as a NERC certified system operator at a utility serving nearly two million customers. When a hurricane came ashore, he was on the desk, and he stayed there through the restoration that followed. When a record construction program stacked outage windows year after year, he was the one coordinating them. The platforms this industry is now racing to replace are the ones he ran every shift, and he carried one conviction out of the control room. Technology on the grid is only real when the people who operate it trust it.

When the grid edge arrived, he crossed to the customer side of the meter to build it, creating the utility’s earliest programs for turning homes, batteries, and vehicles into resources an operator could count on. That work exposed the real difficulty of the energy transition. The hardware is the easy part. The hard part is folding millions of small resources into the planning models, operating procedures, and control rooms of an industry built over a century.

That problem has been his work ever since, from the owner’s side of grid modernization, shaping portfolios, defining requirements, and carrying platforms through testing, cutover, and into the hands of the people who run them. He has been on the receiving end of modernization strategies, and he has delivered them. Atkins Energy Group exists to put the whole of that experience on the utility’s side of the table.

Turning FERC Order 2222 from a mandate into a strategy

The ask

The order gave distributed resources a seat in the wholesale markets, and left utilities to work out what participation actually demands.

We unpacked the order for a Mid Atlantic investor owned utility in PJM, asking the right questions early, bringing the right departments to the table, and building a clear read of what participation demands across the business.

A reliability investment that only pays if the organization can run it

At a Florida investor owned utility, years of smart grid investment were already in the ground inside one of the largest distribution modernization portfolios in the country. FLISR touches the modeling group, the operators, training, and the field before it ever touches a feeder, so the engagement built that whole ecosystem, from people and process to technology and data, toward a scheme trusted in automatic and an investment that pays off.

An EMS swap succeeds only if the desk never loses its footing. The engagement enabled a top ten multistate utility’s project team from the control room’s side, shaping application, database, and display readiness around how a shift runs the desk, so the upgrade could reach production ready to operate.

A Florida investor owned utility was taking ADMS, DERMS, distribution automation, and asset and work management to market as one buy. The engagement designed the future state for dozens of integrated projects, built around the organization that would run them, and counted the effort honestly before the capital was committed.

At one of the nation’s largest utilities, customer owned batteries and devices were multiplying faster than operations could put them to work, and state carbon goals of 70 percent by 2030 meant the transition could not close without them. The project built virtual power plant and residential battery programs that turned those assets into ready tools for grid operators, tied into the planning models and operating processes that make them count.

Peak demand at one of the nation’s largest utilities was outgrowing what the system could simply build its way past. The project designed a behavioral demand response program targeted at 3.5 million customers, built to move the load curve when the system needed it.
